Eli Mitchell-Larson, Sylvain Delerce and Robert Höglund of @thecarbongap have published a groundbreaking discussion paper on the tricky question of mitigation deterrence —and explored practical ways of avoiding it.

It’s clear that carbon removals are needed, but many people worry that using or planning to use them now risks delaying or stopping emissions reductions. Much of the literature on what is referred to as ‘mitigation deterrence’ or ‘moral hazard’ remains theoretical, seeking to understand if and when this happens.

Carbon Gap’s recent discussion paper is an effort to take the conversation to a practical level, giving clear suggestions for how countries and companies can manage such risks depending on why carbon removal is used and by whom.

The 2023 UNEP Emission Gap Report was released earlier this week ahead of #COP28. The report finds, encouragingly, that there has been progress since the Paris Agreement was signed in 2015: greenhouse gas emissions in 2030, based on policies in place, were projected to increase by 16% from the time of the agreement’s adoption. Today, the projected increase is 3%.

However, predicted 2030 greenhouse gas emissions still must fall by 28% to meet the Paris Agreement 2°C pathway, and 42 per cent for the 1.5°C pathway. The report also looks at the role of #CDR in achieving the Paris Agreement’s long-term temperature goal, and the potential and risks of #CarbonRemoval methods including nature-based solutions and direct air carbon capture (#DAC) and storage.

The NDC Synthesis Report synthesizes information from the 168 latest available nationally determined contributions (NDCs) which form the basis for countries to achieve the objectives of the Paris Agreement.

The Fifth National Climate Assessment is the US Government’s report on climate change impacts, risks, and responses. The report explains why reaching net zero by 2050 in the US will involve a mix of reductions in greenhouse gas emissions and increases in carbon dioxide removal.

The State of Climate Action Report provides the world’s most comprehensive roadmap of how to close the gap in climate action across sectors to limit global warming to 1.5°C. It finds that recent progress toward 1.5°C-aligned targets isn’t happening at the pace and scale necessary and highlights where action must urgently accelerate this decade to reduce greenhouse gas emissions, scale up carbon removal, and increase climate finance.

Our work at Carbon Removals at COP is grounded in 4 principles.

Science-Driven: The science is clear. We need #CarbonRemoval as well as deep emissions reductions and adaptation to tackle global warming. There is no net zero without carbon removals.

Now, Not Later: The window of opportunity is closing – we need to scale carbon removal over this decade so it is available when we need it. Removals are like a pension: we need to grow them now so we can “withdraw” later.

Never an Excuse: Carbon removals cannot be an excuse for business as usual in fossil fuels, or to delay reducing emissions. Carbon removals must be additive to decarbonization efforts, with separate targets for reductions and removals that get us to net zero – without excuses.

Local Leadership, Global Impact: Carbon removals can be done anywhere, by anyone, but have a global impact. The community is vibrant and growing fast: it includes Global South climate activists, creative policy-makers, pioneering mayors, tech companies, carbon market developers and leaders in hard-to-abate industries.
